It's a dynamic prop. There are no Pose files, you have to use it in Poser's Cloth Room for it to work.

I know this was uploaded a long time ago, but where are the pose files. When I apply the cloak to a figure, then it just looks a pizza around the character's neck area. Just to be clear, the libraries> pose> Arthur directory is empty
