Where to download latest Adobe CC programs? new

Hello,

I tried to download programs directly from Adobe site but those are not updated.

For example, Photoshop CC is 19.0, while latest version is 19.1.5.722.

Update: i`m in china and used vpn for downloading. Seems like great firewall have blocked the downloads.
