The Answer of course is yes.  It is not as simple as it is in Corel Photo paint but it can be done easy enough:


After creating your layer, select the pick tool, that is the arrow not the hand.  Then maximize the picture, you can now see the handles of the layer.  With the handles you can resize, move, rotate, etc. If you can't see the handles, use you mouse wheel or tablet button to zoom out until they are visible. 


If you do not maximize the picture, you will still be able to find the handles using the pick tool, but it is a lot harder and you will be shooting in the dark until you move the layer enough to see the handles.
