Transmap Assesses The City of Killeen's Roadways and Signs, Provides Pavement Planning and Training

June 17, 2014 -- Killeen, TX Transmap Corporation has successfully inventoried 522 centerline miles of roadway in the City of Killeen using its ON-SIGHT™ mobile-mapping vehicle with Ultra HD imaging and vehicle-based LiDAR, as well as conducted thorough MUTCD nighttime sign assessments.  The pavement and roadway asset data collection allowed Transmap to determine the City’s Pavement Condition Index (PCI) values and also ensured that all regulatory and warning signs met minimum retroreflectivity requirements.

The City of Killeen is located in Bell County, Texas and has a population of approximately 130,000 people.  Due to the City’s close proximity to Fort Hood, the largest military base in the free world, it is one of the fastest growing cities in the state of Texas.

Transmap assessed and inventoried the City’s pavement condition, traffic signs, pavement markings, ADA ramps, pavement striping, sidewalks, and provided rutting and ride processing.  They used real photogrammetric measurements combined with additional quality assurance and quality control (QA/QC) walk-out inspections.  Once the image collection and assessment process was completed, Transmap posted all images and distress data on an ArcGIS Online site which allowed the City to view a basemap, orthophotography, image locations, and all extracted assets from the project in a cloud environment.

Once the ON-SIGHT mapping started and field data was processed, Transmap began the process of extracting signs using its Ultra HD imagery and vehicle-based LiDAR.  Transmap used data from the MUTCD Nighttime Assessment Methods (Calibration Signs Procedure and Consistent Parameters Procedure) to create a sign management program for Killeen.  This included nighttime retroreflectivity and formatting data to be implemented into the City’s GIS system.  The data was also formatted to be implemented into Cityworks, the City’s asset management system.  Transmap is a Cityworks preferred company for asset collection projects and has been a Cityworks Strategic Partner for over 10 years.  Killeen is currently running Cityworks and is implementing all assets into the work order management system.

Transmap also established a 5-year network level pavement plan with detailed maps.  With this information, they conducted a two-day, hands-on MicroPAVER training course and a Pavement Boot Camp.  Training manuals provided were designed to cater to the City’s specific needs.  In May 2014, Transmap helped the City prepare their budgets and presented PCI findings at a City Council meeting.
